Reporting Dog Complaints
Yamhill County Code Section 4.05.07. states the keeper of a dog commits a code violation if the owner / owner’s dog(s) commits any of the following acts:
- Runs at large. (4.05.07.01)
- Bites or nips a person or domestic animal (4.05.07.02)
- Chases vehicles, persons, or other animals. (4.05.07.02)
- Scatters garbage. (4.05.07.02)
- Trespasses on private property of others. (4.05.07.02)
- Disturbs a person by prolonged or frequent noise. (4.05.07.02)
- Is a female in heat running at large. (4.05.07.02)
- Is a menacing dog. (4.05.07.03)
- Is a dangerous dog. (4.05.07.04)
- Damages or destroys property of others. (4.05.07.05)
- Is not inoculated against rabies (4.05.07.06)
- Is unlawfully tethered (4.05.07.07)
- Fails to immediately remove the dog’s fecal or other visible solid waste from property other than the owner’s (4.05.07.08)

To report suspected violations of County Code, you may contact the non-emergency number for the Yamhill Communications Agency (YCOM) at 503-434-6500 or the Newberg-Dundee dispatch center for Newberg/East Yamhill County at 503-538-8321. They will forward the report to the appropriate agency for response.
Dog Kennel Licensing in Yamhill County
Yamhill County Code 4.05.06 outlines requirements for all dog facilities maintained in Yamhill County, whether such facilities are denominated as kennels, holding facilities, shelters, or otherwise defined in this Section 6, and whether privately or publicly owned, if the facility houses three or more dogs.
However, this Section 6 does not apply to municipal holding facilities owned and operated by municipal corporations within Yamhill County unless the municipality consents to the application of this Chapter by the execution of an intergovernmental agreement as provided for in Section 4.05.12.01.

Dog Licensing in Yamhill County
Yamhill County requires every person that owns or keeps a dog to obtain a license for their dog, as set forth by Oregon Revised Statute 609.100 and Yamhill County Dog Control Code (Chapter 4.05). Any person who owns or keeps an unlicensed dog in Yamhill County will be subject to a fine. In order to obtain a dog license, the owner must first have a rabies certificate.
Failure to license may result in a citation or fine as outlined in YCC 4.05.05.10. In addition to a citation/fine, owners are responsible for paying a late fee as outlined. If a citation has been issued, the Late License Fee is double the yearly license fee + the appropriate license fee.
